There is a logic mistake in the occurrences of late. In order to cure this let's break down the sentence above very carefully.
only the President can put an item up for vote,
Ok simple of you have a president he can post things for vote. It appears there are no other ways to post a vote....unless there is an exception.
except for a vote for impeachment or a vote for President
Ah, yes an exception, well 2 exceptions only, one for impeachment and the other for a vote for President. I wonder if there are any preconditions to posting impeachment vote or for president.
which can be done by a nomination of 2 Councilors either of which can make the vote.
Aha, you can post a vote under the exception "by a nomination of 2 Councilors." The exception don't apply if you don't have 2 nominations, but you CAN post a vote if you have a nomination of two votes.
WOW. It appears that under Dr Whiteface and Brandon's logic wherein 4 Councilors did not take the oath and are not councilors, Dr Whiteface couldn't be the President because there was not 2 councilors to nominate him. The exception for nomination of a president does not allow for a nomination by one councilor. The vote for president was therefore illegal.
To recap, there was not a president to post the vote, the two exceptions CAN be used if there is a nomination by 2 councilors. There was never 2 councilors so there could not have been a vote for president, without a President there could not be any vote but for impeachment or president. Does the whole term need to be erased?
Furthermore by Brandon and Dr Whiteface's logic the Colossal Transporter needs to be removed from everyones hangar as the vote was for a Random gun not random ship. it appears votes were illegally certified as well.
I see 2 choices: 1. Erase the entire term. 2. Assume that the actions of the parties and the fact that the devs ratified and allowed for the actions means something. It would seem that once a dev ratified a vote it could not be stricken, changed, modified or challenged. To think otherwise would mean that a ratification of the devs is a lie and worthless able to be changed with trickery.
